What changed
In 2025 the University Grants Commission stopped maintaining the UGC-CARE list. In its place, UGC published suggested parameters for judging a journal, covering its editorial board, editorial policy, quality standards, research ethics, and visibility and impact. The journals that were on the list in February 2025 remain available as a reference only.
In practice, each university and institution now decides which journals it accepts, and many ask for Scopus or Web of Science indexing.
